Ex-cop, 51, is charged with string of sex crimes spanning his six years on the Kansas police force

An ex-cop has been charged with a string of sex crimes crimes including rape, kidnapping and sexual battery that span his six years on a police force in Kansas.  

Todd W. Allen, 51, was arrested on Wednesday on suspicion of committing 24 crimes while serving as a police officer for the Hutchinson police department between 2012 and 2018.

Allen, who has been described by Hutchinson Police Chief Jeff Hooper as a ‘serial sexual predator’, is accused of sexually assaulting people in city parks.

He would allegedly approach his victims in parked vehicles in city parks at night and convince them to step out of their cars. 

Allen, who served as a police officer for 20 years, would then allegedly sexually assault the victims.

But for six years, Allen allegedly continued sexually assaulting women while serving as a police officer without being caught.

It was only when Allen resigned from the police force in 2018 and later arrested for prowling and window peeping that investigators linked Allen to similar attacks dating back to 2012. 

Chief Hooper is urging the victims to come forward after Allen was charged with two counts of rape, three counts of attempted rape, two counts of kidnapping and one count of aggravated indecent liberties with a child. 

Allen is also facing charges including seven counts of aggravated sexual battery, two counts of attempted aggravated sexual battery, two counts of sexual battery and five counts of breach of privacy by eavesdropping. 

Allen was being held at the Reno County Correctional Facility as of Wednesday, police said and is set to appear in court on Thursday, with his bond set at $250,000.  

‘I am appalled and disgusted that somebody who is a suspect in these types of crimes and this type of behavior ever wore the uniform and this badge that I am honored to pin on my chest every day,’ Chief Hooper said in a news conference.

Chief Hooper said that one of the sexual assaults occurred at a city park shortly after he took over the police department in 2018. He was able to link that attack to the previous attacks dating back to 2012. 

Allen resigned from the police force in 2018 shortly after Chief Hooper issued a press release warning the public that an attacker was falsely claiming to be a police officer. 

Hooper said a victim came forward shortly after Chief Hooper issued the press release in 2018. 

He is now encouraging any potential victims to contact the police department on 620-694-2822 or to send an anonymous tip to Crime Stoppers at 800-222-TIPS.

‘We have nothing if we don’t take care of our victims in our community, and so I think that’s the most important piece here, and I would encourage anybody to come forward and let us, and let the district attorney’s office, be their voice of justice,’ Chief Hooper said. 

Allen is set to appear before a judge on Thursday, with his bond set at $250,000.
