Costs of the challenge to construct The Balmayna have soared, rising to greater than £11million since planning permission was granted by Bolton Council 11 years in the past again in September 2013. Councillor Jack Khan, who represents the Rumworth ward for Labour on Bolton Council, stated the council was conscious of the fly-tipping. He stated: “I have raised it with the council and I have done quite a lot of reporting about the situation. We are in the process of getting it shifted. We have raised the issue.”

A resident who lives near the site said: “The venue is walled off, however throughout it is filled with fly-tipping. It is totally terrible and wishes cleansing up. It is disgusting.
