A “violent” teenager who has been at the centre of a “number of incidents” of anti-social behaviour (ASB) has been barred from a UK town centre for a year. Tillie Hornby, 18 and from the Oakley area of Cheltenham, was slapped with the ASB injunction (ASBI) at Cheltenham Magistrates’ Court following a reign of terror.

Gloucestershire Police said the episodes, which involved Hornby, included assault, racially aggravated public order incidents, harassment and carrying a bladed item.

Officers say repeated warnings were issued to Hornby and partner agencies made efforts to engage with her but that the ASBI was now necessary, reports Gloucestershire Live.

The ASBI, which remains in force until 4pm on January 21, 2027, prohibits Hornby from:.

  • Engaging in conduct which causes or is capable of alarm or harassment or distress to any person within the town of Cheltenham.
  • Using or threatening to use violence towards any person within the town of Cheltenham
  • Entering or being in the town centre at any time.

Police can arrest Hornby if she violates any part of these conditions.

Police Constable Will Hayes from the Cheltenham Neighbourhood Policing team said: “Despite numerous warnings being given to Hornby about her behaviour, and multiple interventions, warnings and attempts to engage with her through our partners, she has continued to act in an anti-social manner and cause considerable distress to members of the public.

“This injunction sends a clear message that we will take action against anyone who believes they can behave in this way.”

A spokesperson for Gloucestershire Police said: “An 18-year-old woman from Cheltenham has been handed an ASBI in a bid to curb her anti-social and violent behaviour in the town.

“Tillie Hornby, from the Oakley area of the town, was handed the injunction at Cheltenham Magistrates’ Court on 21 January this year.

“It was brought by Cheltenham Neighbourhood Policing Team and Solace following a number of incidents of anti-social behaviour involving Hornby during the last few months.

“This included assault, racially aggravated public order incidents, harassment, and carrying a bladed item.

“There have been numerous warnings given to Hornby and repeated attempts to engage with her through partner agencies.

“Police have the power to arrest Hornby should she breach any part of the injunction. The injunction is in place until 4pm on 21 January 2027.”
