‘El Boogie’ FBI agent ‘lured ladies with free tattoos and modelling earlier than sick betrayal’

An FBI agent who called himself El Boogie is said to have lured at least two women to a shop with offers of free tattoos and modelling gigs before sexually assaulting them.

Eduardo Valdivia was arrested by Montgomery County Police on Monday and charged with multiple sex offences including second-degree rape. Assistant Chief Nicholas Augustine disclosed in a press briefing on Tuesday that from February to September, 40-year-old Valdivia ran the DC Fine Line Tattoos shop on Washingtonian Boulevard in Gaithersburg using aliases such as Lalo Brown and El Boogie.

Valdivia is accused of reaching out to each woman, both in their twenties, via Instagram, offering them modelling opportunities with “Exeter Models”.

One of the women reported she was offered a free tattoo in exchange for modelling the tattoo, Augustine said. She visited the tattoo shop in August and met “Lalo Brown”, who gave her a tattoo then offered to help her find work as a model.

The woman revisited the studio in early September after getting an email about a test photo shoot, where she signed a modelling contract, the charging documents state.

During the photoshoot, Valdivia allegedly sexually assaulted her, and then she “was coerced and threatened with legal action if she did not return to comply with the contract,” according to Augustine.

Anxious about potential legal issues, the victim made her way back for a modelling shoot two weeks after at a hotel in Gaithersburg, he claimed.

Despite her reluctance to participate, Valdivia had informed her that a client had already forked out for the hotel suite and the photo session, according to the charging documents.

During the shoot, Valdivia once more sexually assaulted the woman, according to police reports. The other victim described having gone through similar events in February. After expressing her unwillingness to engage in any sexual acts, Valdivia reportedly assaulted her amid the photo session, the police reported.

Law enforcement officials suspect there are additional victims yet to come forward and are appealing to them to reach out. Police said they were first notified of the assaults in late October and have been investigating the case for more than three weeks.

The FBI Washington Field Office’s spokesperson said via email that Valdivia has been placed on suspension while the Montgomery County Police Departments inquiry is ongoing, and given it’s an active case, further comments cannot be given.

Online court records reveal Valdivia is being detained without bond, and his hearing is scheduled for December 20.
