Upcoming changes to driving tests from spring 2026

  • New rules for booking and managing driving tests will start in spring 2026. These changes by the Driver and Vehicle Standards Agency (DVSA) will affect England, Scotland, and Wales, and are only for car tests.
  • One key change is that only learner drivers will be allowed to book and manage their own driving tests, while instructors will no longer be permitted to schedule appointments for students. This new rule will be implemented in late spring 2026.
  • Another change will allow only two changes to any test booking, including date and time adjustments, taking it down from six. This rule will take effect on March 31, 2026.
  • If further amendments are needed after using the two allowed changes, candidates must cancel and rebook the full test. Full refunds are only available if learners provide at least 10 complete working days’ notice.
  • And lastly, from late spring 2026, drivers will be allowed to move their test only to centres near where they originally booked. Official advice on GOV.UK explains: “From 31 March 2026, you will only be able to make two changes to your existing booking. If you’ve already used all changes under the current rules, you will be able to make two more changes from 31 March 2026.
  • “From later in spring 2026, you will only be able to move your test to centres near to where you originally booked. Only use your limited changes for genuine needs or emergencies.”
