Costa, Bupa Care Services, Hays Travel and Norwich City FC are among the companies named and shamed by the Department for Business and Trade (DBT) over minimum wage offences
Nearly 400 companies – including several household names – have been handed penalties for failing to pay the minimum wage.
Costa, Bupa Care Services, Hays Travel and Norwich City FC are among the companies named and shamed today for illegally underpaying workers.
Government figures show around 60,000 people were paid less than the legal threshold – with £12.6million in penalties dished out to hundreds of firms. On top of that, the companies have been forced to put the underpayments – totalling £7.3m – right.
According to the Department for Business and Trade, ISS Mediclean Ltd was the worst offender, failing to pay over £1.5million to 6,580 workers. And ISS Facility Services Ltd failed to pay over £750,000 to over 5,300 employees.

The firm said unintented errors had emerged following a review of historic payments. Other firms appearing on the list of shame include Browns Manufactuing, Busy Bees Nurseries, Hays Travel and Amey Services. Coffee giant Costa failed to pay £149,851.25 to 2,759 workers, while 1,152 people were underpaid by nearly £100,000 by Norwich City, it says.
Two other football clubs, Charlton Athletic and Bedworth United, were also found to have broken the law. Currently firms are required to pay over-21s £12.21 an hour, which will rise by 50p next month.
Those aged 18 to 20 are entitled to £10 an hour, which is set to go up to £10.85, and the minimum for under-18s and apprentices is £7.55, rising to £8.
Business Secretary Peter Kyle said: “The vast majority of businesses in this country do the right thing by paying their staff properly and playing by the rules. It’s not fair on them when others are able to get ahead by not paying the wages their workers are owed.”
The DBT said it has identified 389 firms which underpaid workers, and is today publishing the list in full. It found Scottish firm Browns Manufacturing Ltd, underpaid over 1,650 workers by £708,731.99. And Busy Bees Nurseries paid 9,056 staff a rate below the minimum wage – saving over £485,000.
Just Go Travel and breadmaker Hovis also appear on the list, underpaying 271 and 119 workers respectively. The list is the first “naming round” after Chancellor Rachel Reeves vowed in last year’s Budget to regularly publish the name of offending companies.
Employment Rights Minister Kate Dearden said: “Nobody should finish a week’s work and find they’ve been paid less than they’ve earned. I believe in a fair day’s pay for a fair day’s work.
“That’s why we’re cracking down on employers who underpay.” An ISS spokesman said: “We can confirm the completion of an historic, comprehensive review into our past compliance with National Minimum Wage (NMW) Regulations.
“The review looked at employees’ pay from September 2017 to September 2023. It found, while ISS has always paid its employees at the appropriate rate, there were unintentional errors in the way it calculated paid time for some current and former employees during this period.
“During 2023, we contacted affected employees and former employees to arrange remediation. We have taken action to ensure future compliance with appropriate working practices.”
A Bupa spokesperson said: “In 2019, HMRC informed us of a historic underpayment made to a subset of our frontline colleagues relating to items such as uniforms, footwear and accommodation. This arose from an unintentional technical issue that was swiftly resolved, with all affected colleagues reimbursed.
“Our people are at the heart of our business, for whom we invest significantly in fair pay and benefits for our frontline teams.”
The Mirror understands the issue for Norwich City FC also concerned uniforms for casual staff, which has since been rectified. A spokesperson for Hays Travel said: “We are committed to paying our people above National Living Wage. These instances of underpayment happened because of a technical issue in 2019, which we rectified as soon as we became aware of it. Everyone affected received the money they were owed.”
