Russian govt chief goes viral as wags declare Putin ‘cannot push this official out window’
Igor Chaika – newly appointed head of Russia’s federal agency for foreign aid – has become an internet sensation after a press conference photo sparked a flurry of memes

Vladimir Putin’s foreign-aid chief has become the latest Russian official to go viral – after internet wags joked he’s simply too big to be “pushed out of a window”.
A photo of Igor Chaika, the newly appointed head of Rossotrudnichestvo (Russia ’s federal agency for foreign aid and cultural exchange), exploded across X after he appeared at a press conference discussing Russia’s deteriorating relationship with Armenia.
The image was shared by WarMonitor, who posted: “The head of Russias Rossotrudnichestvo in a press conference today talking about Russias deteriorating relationship with Armenia…”
It was then quote-posted in a viral piece of satire on Tuesday (September 8), as users zeroed in on Chaika’s striking physique.

“Good luck to Putin managing to push this official out of a window,” the caption read.
It references the slew of high-profile Russian officials, oligarchs and critics who have died in suspicious circumstances after reportedly falling from windows or balconies since the start of the Ukraine war.
Chaika, a prominent businessman and the son of Russia’s former Prosecutor General Yury Chaika, was appointed to lead Rossotrudnichestvo in April 2026.
In the press conference clip, he stood behind a bank of microphones in front of state-backed outlets’ branding, including Zvezda, Rossiya, RT and Sputnik, while addressing Moscow’s complicated ties with Armenia.

Reports said he dismissed rumours of broken ties by comparing the two countries’ relationship to a “large family”, while signing agreements expanding Russia’s “Russian Houses” cultural hubs across the region.
The online reaction quickly turned the photo into a meme template. Users compared Chaika to Wilson Fisk, better known as Marvel villain Kingpin.
A follow-up post from @parrymittal (RandomStuff) used an image of Matryoshka nesting dolls painted like a suited bureaucrat, joking that the official wasn’t one man at all, but a human Russian doll stuffed with smaller “Russians” inside.
Chaika has also been the subject of viral images from official events, including a July 6, 2026, Rossotrudnichestvo update showing him meeting Russia’s Human Rights Commissioner Yana Lantratova to discuss “joint efforts to protect the rights of compatriots outside Russia” and possible internships for young human rights defenders using the agency’s overseas network.
The photo was widely shared online, again prompting memes focused on the contrast in size between the two officials.
