Dad, Paul Williams, 58, was seen pleasuring himself outside his Uttoxeter home in Staffordshire on three consecutive days leaving fellow residents in his street horrified
A man was caught performing a sex act on himself outside his home on three consecutive days. Worried residents contacted police after witnessing Paul Williams pleasuring himself outside his Uttoxeter home on September 4, 5 and 6, 2024.
They were troubled that the 58-year-old’s behaviour could be witnessed by children. Williams has now received a 12-month community order at North Staffordshire Justice Centre after admitting three charges of outraging public decency. The offence does not result in defendants being added to the sex offenders’ register.
Prosecutor Jo Fox said a woman spotted the defendant gazing from his window. Miss Fox said: “He left the house. The woman could see he was performing a sex act on himself. The woman was shocked.”, reports Stoke on Trent Live.
The following day the woman observed Williams standing outside his property and performing a sex act on himself. This was repeated on September 6.

Miss Fox added: “The woman said on each occasion he would masturbate for 10 to 20 seconds before returning inside his house. She was horrified.”
Williams, of Uttoxeter, has no previous convictions. Lee Yates, in mitigation, stated: “He denies the matters despite the fact he pleaded guilty on the last occasion. He is 58-years-of-age. He was originally charged with offences of indecent exposure. He pleaded not guilty to those offences.
The matter was set down for trial. He and the complainants attended. He did not want to go through the process of giving evidence. When there was a suggestion of the alternative lesser charge of outraging public decency he pleaded guilty immediately.”
Mr Yates continued: “It is still something that should not have taken place outside someone’s property. At the time he had just moved into the street. Prior to that he had lived with his wife and children.
Following the breakdown of his relationship he decided to remain in Staffordshire. He was going through a time of clear emotional distress. He was struggling to cope.
He has not re-offended. We are now 18 months down the line and he is in a far more stable position emotionally. Probation are prepared to work with him and he is prepared to work with them.”
As part of the community order, Williams must complete a rehabilitation activity requirement for 25 days. He was fined £108 and ordered to pay £400 costs and a £114 surcharge.
